Lutherville-Timonium is unincorporated Baltimore County, so county rules apply. The county requires a permit for a deck more than 16 inches above grade or larger than 120 square feet — much stricter than the 30-inch rule most homeowners have heard. Baltimore County does not publish an exemption for board-only replacement the way Howard County does, so we never assume one. Staining, sealing and power washing are not addressed in the county permit materials at all. We tell you which category your job falls into before any work starts.
Yes. Baltimore County's deck permit thresholds carry no exemption inside a Historic District, on a Landmarks List property, in a floodplain or in the Critical Area. In other words, a deck that would slip under the size or height trigger somewhere else in the county still needs to go through permitting in the Lutherville Historic District. Plan on a longer front end and budget time for it.
The median build year is 1958 in Lutherville and 1964 in Timonium, and most decks here were added long after the house went up — mainly in the 1980s through the 2000s. That puts a typical local deck somewhere between 20 and 40 years old. Age alone does not condemn a deck. What matters is the framing: if the ledger, joists, beams and posts are sound, a 30-year-old deck can be repaired and refinished for a fraction of replacement.
Mature canopy. The wooded watershed around Loch Raven Reservoir and the older tree cover through Lutherville keep decks shaded and damp, and leaf and pine-needle debris blocks the sunlight that would otherwise dry the boards. Humidity sits near 75 percent from August through October across the Baltimore area. The result is green algae on the shaded half of a deck and mildew streaking in the corners, both of which are slip hazards and both of which mean the surface is holding water.
