If your railing moves when you lean on it, the problem is usually the post connection — not the rail. We make guards solid again and bring old railings up to current height and spacing requirements.
Almost always the post connection rather than the railing itself. On older decks the guard posts were commonly through-bolted into the rim joist with two bolts, notched to fit around the frame, or — worst of all — simply lag-screwed or nailed to the outside face of the rim. Any of those loosen as the wood shrinks, swells and rots around the fasteners. A railing that moves an inch at the top is usually a post with a half-inch of movement at the bottom, and that is a structural fix, not a tightening job.
For one- and two-family dwellings the code requires guards to be at least 36 inches high. A guard is required wherever the walking surface is more than 30 inches above the grade below, measured within 36 inches horizontally of the edge — which catches a lot of decks people assume are low enough not to need one, particularly on sloping lots where one corner is close to grade and the far corner is not.
The code requires that guard openings not allow a 4-inch sphere to pass through. In practical terms that sets your maximum baluster gap, and it is the most common failure we find on decks built before the rule was widely enforced — balusters set at 5 or 6 inches on center were routine. The triangular opening formed by a stair tread, riser and the bottom rail is allowed a 6-inch sphere instead.
Often yes. If the posts and top rail are sound, adding intermediate balusters to close the gaps is a straightforward retrofit and far cheaper than a new railing system. It stops being the right answer when the posts themselves are rotted or were never properly connected to the frame, when the top rail sags between posts, or when the guard is simply too short to bring to 36 inches without rebuilding it. Locally the drivers are the number of posts that have to be reconnected, whether balusters are being added or the whole guard rebuilt, and the deck's height.
It depends on the county and on how much you are changing. None of the Baltimore-area jurisdictions publish a railing-specific exemption. Baltimore County's general trigger is any deck more than 16 inches above grade or over 120 square feet, with no exemption in a historic district, floodplain or Critical Area. Howard County exempts only decks under 25 square feet. Anne Arundel County always requires a permit for an attached deck. Baltimore City publishes no deck exemption at all. Every option has a trade-off here. Pressure-treated wood is the cheapest and needs refinishing on a cycle — solid-color finish on vertical surfaces lasts roughly 3 to 7 years while the same product on a horizontal top rail lasts 1 to 3 years, because horizontal surfaces hold water. Metal and composite systems cut the maintenance considerably. Cable and glass look best on a view and cost the most, and both demand very rigid posts, which means the post connections have to be right before anything is installed on them.
