Soft treads, stringers sitting in the dirt, a bottom step that has sunk out of line, a handrail you can't actually grab — stairs are where decks fail first and where failures hurt most.
Because the bottom of the stringer is usually sitting in the worst possible place. Home inspection and deck industry groups note that stair stringers are frequently set directly on soil or on a loose block instead of on a frost-depth footing. Soil holds moisture against the end grain year-round, and end grain absorbs water faster than any other surface on a board. Add the fact that stair treads are horizontal and hold standing water, and the stairs take more moisture than any other part of the deck.
Yes, once there are four or more risers. The code requires a handrail on stairways with four or more risers, mounted between 34 and 38 inches above the nosing of the treads, and graspable — a round handrail between 1¼ and 2 inches in diameter meets that requirement. A 2x4 laid flat on top of the guard posts is extremely common on older decks and is not a graspable handrail.
The code sets a maximum riser height of 7¾ inches and a minimum tread depth of 10 inches. Just as important, risers within a flight have to be consistent — an uneven bottom step, often created when grade settles or a stringer sinks, is one of the most common causes of a fall because your foot arrives where your body did not expect the ground to be.
Often yes. Individual treads can be replaced, a loose stringer can be re-anchored at the top, and a bottom landing can be corrected without touching the rest of the flight. The point where we stop recommending a patch is when the stringers themselves are compromised — a stringer is a notched board, so it has less wood left than it looks like, and rot at a notch takes away exactly the material that carries the load. When two or more stringers are soft, rebuilding the flight is the honest recommendation.
Every published figure is a national average, not a Baltimore price. Nationally, both Fixr and Bob Vila put step repair at $15–$50 per step and step replacement at $30–$60 each, while Bob Vila puts a wobbly-stairs project at $200–$2,000. A new stair footing runs $300–$400 nationally and post replacement $200–$400. Locally the number depends on how many risers you have, whether the stringers survive, whether a proper footing has to be dug, and whether the guard and handrail come up to current requirements at the same time.
They need solid, frost-protected bearing at the bottom, and a poured footing is how that is normally achieved. Baltimore County specifies footings at 30 inches for frost depth with a minimum 10-inch thickness and 3,000 psi concrete. A stringer resting on a patio block or on bare dirt has neither frost protection nor a barrier against ground moisture, which is why that detail produces both the rot and the settling that make an uneven bottom step.
It depends on the county, and none of them publish a stair-specific exemption. Baltimore County requires a permit for decks more than 16 inches above grade or over 120 square feet, with no exemption in a historic district, floodplain or Critical Area, and inspects footing, framing and completion. Howard County exempts only decks under 25 square feet and requires frost footings at 30 inches. Anne Arundel County always requires a permit for an attached deck.
